Land set aside for pedestrians to pass through from one place to another. A footpath may be either private or public. A footpath on a highway is a part of the highway set aside as a public right for use on foot only. A person shall commit an offence if he drives, fasten horse or let animal wandering, etc, on footpath: Summary Offences Ordinance (Cap 228) s 4(8), (9). A footpath is not ‘a place adjacent to a carriage’: Road Traffic (Traffic Control) Regulations (Cap 374G) reg 11(3)(c). A person could not make a U-turn from pulling up onto a footpath or pavement and then turning across the traffic and continuous white lines: R v Kwong Wing Kei [1989] 1 HKC 544.
