| 释义 | 外地主權 1. The ruler of a foreign country or empire enjoying international personality and competence. 2. A foreign independent state and its governmental authority. All foreign sovereigns are juridically equal and no one can be subjected to the jurisdiction of another without consent or treaty. Each sovereign state is entitled to immunity from local jurisdiction.
