The Governor was the Queen’s representative in Hong Kong and the Commander-in-chief of the British forces stationed in Hong Kong although the operational control of the British forces was vested in a Commander British Forces. The Governor exercised the royal prerogative on behalf of Her Majesty and ‘all things that belong to his said office’ in accordance with the Hong Kong Letters Patent, his Commission, Royal Instructions, Orders in Council and laws in force in Hong Kong.
