| 释义 | 無精神行為能力 A state of mind that affects the ability of a person to understand the nature and effect of a given situation. Mental disorder or mental handicap and inability to understand and to make a decision by reason of his mental disorder or mental handicap; or inability to communicate, to any other person who has made a reasonable effort to understand him, any intention or wish to grant a power of attorney: for example, Powers of Attorney Ordinance (Cap 31) s 1A(1).
