| 释义 | 外層空間 The space over and above the airspace or atmosphere. International law is yet to determine the line separating outer space from airspace. An international cooperative regime for the exclusively peaceful use and exploration of outer space was developed in the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies (Outer Space Treaty) 1967. States bear responsibility for national activities in outer space: Outer Space Treaty 1967 art 6. The People’s Republic of China is a party to the treaty. In Hong Kong, domestic legislation is enacted to secure compliance with the international obligations of the People’s Republic of China with respect to the launching and operation of space objects and the carrying on of other activities in outer space: Outer Space Ordinance (Cap 523). A person shall not carry on an activity including launching or procuring the launch of a space object, operating a space object and any activity in outer space except under the authority of a licence granted under the legislation: s 4.
