释义 | 藐視國會行為 1. Acts by an individual which obstruct or tend to obstruct the course of proceedings in either of the Houses of Parliament; for example, unruly behaviour, interruption of proceedings or violation of the rules of Parliament. 2. Conduct which impugns the character of members of either House, thereby constituting a breach of privilege: Beaumont v Barrett (1836) 1 Moo PCC 59. 3. Committal with or without a fine may be inflicted by Parliament for contempt but a libel on either House may also be dealt with by prosecution in the criminal courts. 4. Regulation of conduct in Hong Kong’s Legislative Council Chamber is specified in the Legislative Council (Powers and Privileges) Ordinance (Cap 382) pt III. Breaches thereof are potentially subject to the sanctions specified in the Public Order Ordinance (Cap 245) s 17B.
