An international agreement concluded between member states in written form and governed by international law. Convention, while used synonymously with treaty, is more commonly reserved to designate proper formal instruments of a multilateral nature, such as the Hague, Geneva and Vienna Conventions. Convention is also used to refer to the instruments adopted by the organs of international institutions, such as the International Labour Conference. While the designation was formerly used to cover a wide range of bilateral treaties, this practice is now uncommon. Conventions principally consist of a preamble, setting out the purpose for which it was concluded and the parties to it, the substantive clauses, final clauses, dealing with technical matters relating to the application and entry into force of the instrument, at testimonium and signatures.
