释义 | 外交關係 International relationships between sovereign and independent states established by mutual consent pursuant to Vienna Convention on Diplomatic Relations 1961 art 2. Such a relationship usually follows acts of recognition. Although any state is entitled to send agents to represent it in other states, the establishment of diplomatic relations is discretionary on the part of states. Once established, diplomatic relations impose specific rights and duties under international law.
