Foreign relations - The investing of a diplomatic agent with authority or credit in the form of papers, credentials, or letters of credit. The sending state must make certain that consent of receiving state has been given for the person it proposes to accredit as head of the mission to that state: Vienna Convention on Diplomatic Relations 1961 art 4.
