释义 | 國際協定 Agreements between states or between a state and an international organisation or between a state or an international organisation and a territory with power to conclude such agreements. Such agreements may be described as treaties, agreements, arrangements, conventions, covenants, memoranda of understandings and exchange of notes. The Central People’s Government of the People’s Republic of China is responsible for the foreign affairs relating to the Hong Kong SAR: Basic Law art 13. The Basic Law also makes provision for the Hong Kong SAR to conduct certain external affairs, either in accordance with the relevant provisions for the Basic Law of the Hong Kong SAR or upon authorisation from the Central People’s Government. The Basic Law art 151 empowers the Hong Kong SAR, using the name ‘Hong Kong, China’, to conclude and implement, on its own, agreements with foreign states and regions and relevant international organisations in the appropriate fields, including the economic, trade, financial and monetary, shipping, communications, tourism, cultural and sports fields.
