The written ‘constitution’ of the colony; a prerogative instruments granting Crown offices or franchises. It was approved in draft by an Order in Council, another prerogative legislative instrument. The Letters Patent previously applied to Hong Kong was issued to the Governor of Hong Kong in 1917, with another constitutional document, Royal Instructions. The Letters consisted of 21 Articles, which were the principal instrument by which the prerogative powers of the Crown over Hong Kong were delegated to the Governor of Hong Kong, it also set out the duties of the Governor. After the 1997 Handover, the Basic Law replaced the Letters Patent and the Royal Instructions as the constitutional document of the Hong Kong SAR. See also Governor; Prerogative instruments.
