释义	艙單 A document containing the particulars of cargo, imported into and exported from Hong Kong, as prescribed by the Commissioner of Customs and Excise of Hong Kong: Import and Export Ordinance (Cap 60) ss 2, 17. The particulars of import manifests and export manifests are set out in the Import and Export Manifests Notice, made under the Import and Export Ordinance (Cap 60) s 17. However, a document is capable of being a manifest even if it does not contain every single one of the particulars prescribed: A-G v Lau Shui [1985] 2 HKC 276. Any person, who without reasonable excuse, fails to lodge an import or export manifest, giving the prescribed particulars, with the Commissioner of Customs and Excise shall be guilty of an offence and liable to a fine: Import and Export (Registration) Regulations (Cap 60E) regs 11, 12. Any person who imports or exports unmanifested cargo shall be guilty of an offence and liable to a fine and to imprisonment: Import and Export Ordinance (Cap 60) s 18.
