释义 | 刑法 A body of municipal law defining criminal offences and specifying their corresponding punishment and fines. Penal law is usually the statutory law of a state prescribing and imposing fines, penalties, or punishments for certain designated wrongful acts committed or perpetrated against the public or the state. In conflict of laws, the procedural law which the forum should follow is its own; it is not for the forum to apply a foreign procedural law, hence the courts will not apply any foreign penal laws: A-G of New Zealand v Oritz [1983] 2 All ER 93, [1984] AC 1 (HL).
