| 释义 | 1944年國際民用航空公約 A multilateral convention concluded sets out rules and regulations governing the technical and safety aspects of civil aviation. It was signed on 7 December, 1944 by 38 states and came into force on 4 April, 1947 and suspended the Paris Convention 1919 and the Havana (Pan-American) Convention 1928. The stated object of the Convention is to lay down principles and make arrangements in order that international civil aviation may be developed in a safe and orderly manner and that international air transport services may be established on the basis of equality of opportunity, and may be operated soundly and economically, though the bulk of the Convention is concerned with technical and safety matters. This Convention had been applied in Hong Kong by the Peoples’ Republic of China pursuant to the Basic Law art 153. Application in the Hong Kong SAR and acceptance by the People Republic of China of applied conventions occurred by virtue of the Note from Quin Huasun, Permanent Representative of the People Republic of China to the United Nations (the People Republic of China Note to the United Nations), which sets out in Annexes I & II respectively, the treaties which the People Republic of China is party to and is not yet party to, that the People Republic of China were to apply in the Hong Kong SAR.
