| 释义 | 公共服務 The body of people engaged to carry out the work of the executive authorities of the Hong Kong SAR (ie the Government of the Hong Kong SAR), which includes the formulation and implementation of policies; the conduct of administrative affairs; the conduct of such external affairs as authorised by the Central People’s Government under the Basic Law; the drawing up and introduction of budgets and final accounts; the drafting and introduction of bills, motions and subordinate legislation; and the designation of officials to sit in on the meetings of the Legislative Council and to speak on behalf of the government. Also known as the ‘civil service’.
