The expression ‘fit and proper’ standing alone carries no precise meaning. It takes its meaning from its context. A legalistic doublet, the words ‘fit’ and ‘proper’ may also include a moral dimension of honesty. The purpose of the words is to give scope for judgment and allow broad bases for rejection. The term can be replaced by ‘fit’ alone. 2. Traditionally, appropriate or suitable for a particular office or vocation: R v Holborn Licensing Justices, ex p Stratford Catering Co Ltd (1926) 136 LT 278; 42 TLR 778.
