释义	領海 The segment of sea adjacent to, and under the sovereignty and jurisdictional control of, a coastal state. Sovereignty over a territorial sea is inherent in statehood; it does not need to be claimed by the coastal state: Anglo-Norwegian Fisheries (UK v Norway) 1951 ICJ Rep 116. The breadth of the territorial sea in Hong Kong is 12 nautical miles measured from the baselines of territorial sea. The Declaration of the Government of the People’s Republic of China on the Territorial Sea applies locally with effect from 1 July 1997 by way of promulgation or legislation by the Hong Kong SAR: Basic Law Annex III. The Law of the People’s Republic of China on the Territorial Sea and the Contiguous zone has subsequently been added to the Declaration.
