释义	慣例 A custom or practice; usual conduct or behaviour. Usages may be recognised as legally significant or even binding. Foreign relations - A habit that is yet to gain full acceptance as law. Usages include practices separately and commonly followed by states in diplomatic relations. Usage is a constituent element of customary international law. State laws and municipal decisions are usages which can form rules of customary international law through the process of unification and generalisation.
