The direct or indirect human introduction of substances or energy into the marine environment, including estuaries, which results or is likely to result in such deleterious effects as harm to living resources and marine life, hazards to human health, hindrance to marine activities (including fishing and other legitimate uses of the sea water) and reduction of amenities: United Nations Convention on the Law of the Sea 1982 art 1 para 4. Marine pollution may be caused by the disposal of domestic and industrial waste, military materials, ship borne pollutants, off-shore oil wells and radioactivity. It may constitute an offence under Hong Kong law: Dumping at Sea Ordinance (Cap 466) s 25; Merchant Shipping (Prevention and Control of Pollution) Ordinance (Cap 413) s 3; Summary Offences Ordinance (Cap 228) s 4D. The Fisheries Protection Ordinance (Cap 171) prohibits the use of explosives and poisons for fishing and thereby reduces risks of water pollution. See also Environmental law.
