释义 | 弁言 A preliminary statement, beginning with the word ‘Whereas’, of the facts or reasons for the passing of the Ordinance, placed immediately after the long title and date: Halsbury’s Laws of Hong Kong, Vol 23, Statutes [365.004]. The preamble is accepted as part of the Ordinance: West Ham Overseers v Iles (1883) 8 AC 386 (HL). Sometimes the long title has been confused with other descriptive components of a statute, such as the preamble: Pun Jong Sau v Poon Wing Kong [1980] HKLR 662, [1977–1979] HKC 210.
