释义	憲法保證 A right guaranteed under the constitution. In accordance with the Constitution of the People’s Republic of China art 31, the system, among others, for safeguarding the fundamental rights and freedoms of its residents shall be based on the provisions of the Basic Law: The Basic Law art 11. The fundamental rights and duties of the residents: The Basic Law Ch III. An example is the freedom of expression which, as the court said, lies at the heart of civil society and of Hong Kong’s system and way of life; and must be given a generous interpretation of its constitutional guarantee: HKSAR v Ng Kung Siu & Anor [1999] 2 HKC 10, 3 HKLRD 907 (CFA).
