释义	紅燈方法 An approach to the interpretation of the exercise of administrative power which assumes that government activity is illegitimate unless clearly mandated by legislation. Red light theorists assume that administrative discretion is arbitrary and they believe that courts should aim to protect citizens against the wrongful exercise of power by officials and in so doing curb the power of the state.
