If a decision will affect rights or interests, including personal liberty, status, preservation of livelihood and reputation, as well as proprietary rights and interests, then the decision-maker is under a duty to accord natural justice to those so affected: R v Director of Immigration, ex p Do Gian [1992] 1 HKLR 287; Pearl Securities Ltd v Stock Exchange of HK Ltd [1999] 1 HKC 448; 2 HKLRD 243. Personal reputation is an interest which should not be damaged by an official finding under a statutory inquiry unless a person whose reputation is likely to be affected has had a full and fair opportunity to show why the finding should not be made: Re Pergamon Press Ltd [1971] Ch 388 (CA); Mahon v Air New Zealand Ltd [1984] AC 808, 3 All ER 201 (PC).
