释义	內部事務 1. In relation to the Central People’s Government, matters within the domestic jurisdiction of the People’s Republic of China, over which it has the right to govern. A state is normally deemed to have full control over its subjects and its internal affairs within its territorial limits. 2. Under the principle of ‘one country, two systems’, the Hong Kong SAR shall exercise a high degree of autonomy in relation to its ‘internal affairs’, which is the matters other than concerning affairs which are the responsibility of the Central People’s Government or concerning the relationship between the Central Authorities and the Region or concerning Acts of State such as defence and foreign affairs: Basic Law arts 2, 19 & 158; Ng Ka Ling & Ors v Director of Immigration [1999] 1 HKLRD 315 (CFA).
