An inquiry conducted by a member or panel of the judiciary with the function of investigating, making recommendations, or declaring and enforcing legal rights and liabilities. The reporting of judicial inquiry was protected by absolute privilege from any action for libel. Such protection extended to the Official Receiver who, when carrying out judicial inquiry, was acting as an officer of the court: Li Ngan Shui Brumen v Official Receiver [1995] 1 HKC 133 (CA). In the divorce decision in relation to custody matters, it is an ordinary principle of judicial inquiry that the judge is not entitled to receive confidential information not disclosed to the parties in action: Ho Man v Ho Lee Kam Wan [1988] HKC 266 (CA).
