| 释义 | 國書／信任狀 In foreign relations, a document issued by a state authority (usually the head of state) addressed to a court of law or the head of a foreign state, introducing an ambassador. A letter of credence certifies the appointment, designated rank, and qualifications of a diplomatic agent. In relation to the appointment of a chargé d’affairs, the letter of credence is issued by the foreign affairs secretary of the sending state and addressed to his or her counterpart in the receiving state.
