The placing of an obstacle on a road or the improper use of a road that amounts to an obstruction of the traffic on it constitutes a nuisance at common law: Ideal Consolidators Ltd v Maeda Corp [1992] 1 HKC 528; Van Hing Transportation Co Ltd v A-G [1980] HKC 499. Vehicles or road works causing an obstruction or a danger or parked in contravention of the Road Traffic Ordinance may be impounded or removed: Road Tunnels (Government) Ordinance (Cap 368) s 15; Roads (Works, Use and Compensation) Ordinance (Cap 370) s 21; Airport Authority Bylaw (Cap 483A) bylaw 51(1)-(3).
