释义	公海 Those parts of the seas which are not included in the exclusive economic zone, territorial sea or the internal waters of a state: United Nations Convention on the Law of the Sea 1982 art 86. The high seas do not include waters forming part of an archipelagic state’s exclusive economic zone or its archipelagic waters: art 80. The high seas must be used for peaceful purposes, are open to all states and no part may be made the subject of sovereign rights of a state: arts 87-89.
