释义	初步提交 The limited production and examination of documents by a party before the commencement of proceedings for the purpose of identifying the correct party against which to commence those proceedings: Norwich Pharmacal Co v Customs and Excise Cmrs [1974] AC 133. A discovery order prior to the commencement of proceedings may be made against a party whom appears to be a likely party to the potential proceedings in respect of any personal injuries or death claims: High Court Ordinance (Cap 4) s 41; Rules of the High Court (Cap 4A) O 24 r 7A(1).
