A multilateral agreement requiring the contracting parties to conserve elements of the world heritage (which includes both cultural and natural heritage) situated within their territory and provides both the procedural means and some funds for this purpose: Convention Concerning the Protection of the World Cultural and Natural Heritage (World Heritage Convention) 1972 arts 4, 8, 15. The Convention established the World Heritage Committee and the World Heritage Fund to allow the financing of suitable preservation projects: arts 8, 15. The Convention recognises the obligation of all nations to identify, protect, conserve, prevent and transmit to primarily to that state: art 1. The Convention provides procedures for listing heritage on a World Heritage List: art 11(2). The Convention was negotiated under the auspices of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) and was adopted on 16 November 1972. The Convention generally entered into force on 17 October 1975. The United Kingdom adopted the Convention in 1984 and extended it to Hong Kong. The People’s Republic of China ratified the Convention in 1985: Society For Protection Of The Harbour Ltd v Town Planning Board (HCAL 19/2003, unreported). See also World Heritage List.
