1. A messenger charged with carrying out official state business. 2. A diplomatic agent. 3. A diplomat of senior status ranking immediately below that of ambassador. The full title is ‘Envoy Extraordinary and Minister Plenipotentiary’. Originally, an ambassador sent on a temporary posting was accorded the title ‘Extraordinary’ to distinguish the ambassador from an envoy resident in the receiving state. The title was later used to refer to all ambassadors whatever their status. To signify that an ambassador acted for and on behalf of the head of state, the prefix ‘Plenipotentiary’ was added.
