| 释义 | 地區限制 1. A limitation on legislative power. There is a presumption that the Legislature does not assert or assume jurisdiction which goes beyond the limits established by the common consent of nations, and, provided their language admits, ordinances are to be applied so as not to be inconsistent with the comity of nations or with the established principles of international law. Thus general words in an ordinance may be presumed to be limited so as to have effect within the effective jurisdiction of the Legislature only. 2. A limitation on a court’s jurisdiction. The courts in Hong Kong are entitled to exercise jurisdiction over all criminal offences committed within the boundaries of the Hong Kong SAR. The Government of the Hong Kong SAR is to be responsible for the maintenance of public order within the Region: Basic Law art 14.
