释义	立法權 The power to enact legislation. In Hong Kong, legislative power remains with the Legislative Council which has now taken on additional powers to approve finance for municipal affairs and to scrutinise the workings of the Government in respect of those affairs. While the Hong Kong SAR is vested with legislative power (Basic Law art 17 para 1), laws enacted by the legislature must be reported to the Standing Committee of the National People’s Congress for the record, but the reporting for record does not affect the entry into force of such laws (art 17 para 2).
