安全行為書 Under the law of nations, a letter protecting the property or merchandise of a subject travelling on the high seas or from one place to another, from seizure or confiscation in emergencies such as wars. A letter of safe conduct was generally issued by a sovereign or head of state. In practice, a high commissioner or ambassador may issue a letter of safe conduct in the form of a passport, licence, or similar instrument.
