释义 | 貨幣政策 The use of changes in the money supply, controls on interest rates, the maintenance of reserve asset ratios, and guidance to the commercial banks on the amount and direction of lending to serve economic objectives. The Government of the Hong Kong SAR shall, on its own, formulate monetary and fiscal policies: Basic Law art 110. The authority rests in the first instance with the Financial Secretary pursuant to the Exchange Fund Ordinance (Cap 66) s 3, as to control of the Exchange Fund, which in effect provides the resources for the conduct of monetary policy. The Monetary Authority, appointed by the Financial Secretary, carries out monetary policy on a day-to-day basis: s 5A. The institution, the Hong Kong Monetary Authority, was thus established, the primary monetary policy objective of which is to maintain exchange rate stability within the framework of the Linked Exchange Rate System through sound management of the Exchange Fund, monetary operations and other means deemed necessary. See also Money market. 藉貨幣供應的變化,控制利率,維持儲備金比率,及向商業銀行發出貸款數額的指引及指示,以達到經濟目標。香港特別行政區政府須自行制定貨幣及金融政策:《中華人民共和國香港特別行政區基本法》(第2101章)第110條。根據《外匯基金條例》(第66章)第3條,財政司司長掌有外匯基金的第一控制權,而外匯基金則為行使貨幣政策提供實際的財力。由財政司司長任命的金融管理專員,負責執行日常的貨幣政策:第5A條。而香港金融管理局,作為一個機構亦因此而成立,主要貨幣政策的目標為在香港聯繫匯率制度的範疇內通過對外匯基金的良好的管理,貨幣市場的運作及其他被認為有必要的方法,以維持利率的穩定。另見 Money market。 |
