The control of narcotic drugs is a global concern as evidenced by participation in international conventions granting states universal jurisdiction over trafficking in them: Single Convention on Narcotic Drugs signed at New York on 30 March 1961; Convention on Psychotropic Substances signed at Vienna on 21 February 1971; United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances signed at Vienna on 20 December 1988; Control of Chemicals Ordinance (Cap 145); Dangerous Drugs Ordinance (Cap 134).
