释义	口頭協議 Consensus reached by words. An agreement concluded between state parties on the basis of words spoken by duly qualified and authorised representatives. An oral agreement, once properly concluded, is valid and binding on the parties: Wells v Horton (1826) 4 Bing 40. An international treaty must be in ‘written form’: Vienna Convention on the Law of Treaties 1969 art 2 para 1(a). Customary international law does not impose this requirement in order to recognise a legal agreement under international law.
