Public |
The community as an aggregate, but not as an organised whole. It is often confined to mean such members of the public as require the particular goods or services concerned, or a significant section of the public, and not the public at large. It usually takes its particular significance from the context in which it is used. A section of the public, even a small section, may be sufficient to constitute the public depending on the context in which it is used, provided that the individuals concerned can relevantly be said to be members of the public. n. |
