释义 | 英女皇御用大律師 Abbr – QC. A title of honorary rank bestowed on a barrister or legal practitioner practising in the style of a barrister. The title originated in England in the sixteenth century when certain counsel were appointed to advise and assist the Crown and Crown Law Officers. Queen’s Counsel were appointed in Hong Kong by Crown patent on the advice of the Lord Chancellor in England, prior to 1 July 1997. On and after that date, the Chief Justice is empowered, after consultation with the chairman of the Bar Council and the president of the Law Society of Hong Kong, to appoint Senior Counsel: Legal Practitioners Ordinance (Cap 159) s 31A(1). A Queen’s Counsel appointed prior to 1 July 1997 is taken to have been appointed as a Senior Counsel under s 31A(1), with the same precedence as the barrister would have had if the barrister had been appointed under s 31A(1) as Senior Counsel on the date when he was appointed Queen’s Counsel: Legal Services Legislation (Miscellaneous Amendments) Ordinance 1997 (No 94 of 1997) sch 2. Also known as ‘senior counsel’, ‘leading counsel’, ‘silks’ or ‘leaders’.
