释义	移民／移居者／入境者 A person who intends to settle in a country other than the person’s country of nationality and seeks to enter (or does enter) that country to remain in it for the purpose of making a permanent home there. A person who is not a Hong Kong permanent resident: Immigration Ordinance (Cap 115) s 2(1). It includes any person arriving in the waters of Hong Kong as a deck, steerage or third class passenger on board a steamship or motor ship or as a passenger on board any other vessel with the intention of landing in Hong Kong; or a third class passenger who enters Hong Kong by train: Quarantine and Prevention of Disease Ordinance (Cap 141) s 2. 擬在其所屬國籍以外的國家定居之人士，他／她並尋求進入（或進入）該國，且為設立永久性住所而留在該國。入境者指並非香港永久性居民的人：《入境條例》（第115章）第2(1)條。入境者包括任何以蒸氣船或機動船上的甲板乘客、統艙乘客或三等艙乘客身分抵達香港水域的人；或以任何其他船隻上的乘客身分抵達香港水域的人，而其意圖是在香港入境的；或乘搭鐵路列車進入香港的三等座位乘客：《檢疫及防疫條例》（第141章）第2條。n.
