| 释义 | 規劃方案 A systematic plan for the future development of a town devised so that the development of an area of land may be subject to direction or restraint: Matthews v City of Ringwood (1985-86) 60 LGRA 175. The Town Planning Scheme for the whole of urban Hong Kong, published in 1992, revised, consolidated and co-ordinated existing schemes of development and proposed future directions of land-use development, consisted of a set of maps for layout of building lots for future private development; but more importantly, it reserved sites for a wide variety of public services, rail and road works and reclamation: Roger Bristow Land-use Planning in Hong Kong: History Policies and Procedures (1984) p 41.
