In Hong Kong, the first controls on rent were imposed in 1921 and subsequently became part of the Landlord and Tenant (Consolidation) Ordinance which became effective in May 1947. It was renewed at first on an annual basis and subsequently from time to time reflecting the recommendations in the report of a Committee of Review, indicative of governmental desire that controls should be seen as temporary. Although much amended, its practical significance reduced as it was only applicable to domestic premises built before 16 August 1945: Landlord and Tenant (Consolidation) Ordinance (Cap 7) s 3.
