释义	政治庇護 Protection granted by a state to a foreigner who has fled his or her country in fear of persecution for political activities, beliefs, or affiliation. Seeking political asylum is a fundamental human right, but its grant is at the discretion of the state from which it is sought. Asylum may be granted within the territory of the state granting it, or in any of its foreign diplomatic missions. The Treaty of Montevideo on Political Asylum 1939 and the Convention on Territorial Asylum 1954 signed at Caracas, govern the international legal regime of political asylum.
